One day Jose Habre received a certified letter. "I got kind of worried because usually any time you receive a certified letter in the mail, it's bad news," Habre said. Fortunately, in this circumstance, it was not the case. After Jose made a few phone calls, he realized the Authority had paid off the mortgage. This occurred because the Authority had paid off the bonds, and still had funds available through wise investments to pay off the mortgages of some of the single family borrowers. This is one of the intended benefits of the bond program, where residual funds can be directed to local borrowers.
